Your Employees need to feel safe.
I am NOT a feelings guy… if an Employee ain’t meeting standards, there are procedures to deal with that. However, with CA being an At Will employment state, I fear that workplace injury goes under-reported. Couple that with Workers Comp fraud, and the good intentions of certain laws create poop.

Workers Comp Insurance is absolutely necessary, and yes, business owners are rewarded for low or no claims. This incentive must not become perverse. There are many ways to increase employee morale, incentivize good habits (fitbit), and reduce workplace injury and illness. These programs do not suck.
